The Harrisburg School Board is pleased to announce the appointment of Dr. Jennifer Nebelsick Lowery as the next Superintendent of the Harrisburg School District.

Following an extensive search and careful consideration, the Board is confident that Dr. Lowery will provide the leadership, vision and dedication necessary to guide the district into the future. She brings a wealth of experience in education, including more than a decade of leadership as the Superintendent of the Tea Area School District, with a proven track record of advancing student achievement, supporting educators and fostering strong school-community relationships.

Dr. Lowery earned her Doctorate in School District Superintendency and an Education Specialist degree in PK-12 Administration from the University of South Dakota. She also holds a Master’s in Educational Psychology (Psychometrics) from the University of Nebraska-Lincoln and a Bachelor’s in Mathematics - Secondary Education from Dakota Wesleyan University. Her research has focused on early childhood education and its impact on reading proficiency.

Throughout her career, Dr. Lowery has served as a superintendent, principal, teacher and adjunct professor, demonstrating a strong commitment to student success and educational innovation. Her leadership has been widely recognized, earning her honors such as South Dakota Outstanding Superintendent of the Year (2023) and South Dakota Innovator of the Year (2022).

Dr. Lowery will officially begin her new role on July 1, 2025, following the retirement of Mr. Tim Graf, who has served the district with dedication since 2019. The Harrisburg School Board thanks Mr. Graf for his outstanding leadership and contributions to the district.
